POSSIBLE IRANIAN THREATS TO THE WORLD CUP

Officials have described security preparations for the World Cup as one of the largest in Los Angeles' history, with risks of increased drone use and Iran-related security threats deriving from the Iranian soccer team's presence in Los Angeles, and cyber threats from spoofed FIFA websites. 

  • Eight matches will be held at SoFi Stadium in Inglewood, with the opening U.S. match against Paraguay on June 12. Los Angeles is one of two U.S. cities hosting the Iranian team for group stage matches, making this the first World Cup in which the host country is at war with one of the participating teams' countries. 

  • Iran is scheduled to play its first match on June 15 in LA, a region home to the largest concentration of Iranians outside Iran. LA officials acknowledged "Iran brings a different dynamic because of the current world events," and confirmed there would be additional staffing for Iran's games. 

Iran has threatened to boycott its U.S. matches but does not plan to withdraw from the tournament. Iran was one of the first nations to qualify for the finals, but their participation has been in doubt since the conflict with Iran began. 

  • Iran's national team must follow strict same-day entry and exit rules for U.S. matches, meaning the team can only step onto American soil on the days they are scheduled to play. A U.S. State Department official confirmed "the visas necessary for Iran to compete in the World Cup, including for athletes and necessary support staff, have been issued."

  • Iran's ambassador to Mexico also said, "We can enter in the morning and we must leave the same day." The restrictions led the team to abandon its original plan to base in Tucson, Arizona, in favor of a headquarters in Mexico.

  • State-Directed Cyber Threats: One of the key threats to the 2026 World Cup is posed by Iran's regime-directed cyber groups and regional proxies. Cybersecurity has emerged as one of the most significant vulnerabilities, exposing sensitive data — including accreditations, performance statistics, digital credentials, and personal information — to potential compromise.

    • California is one of the most hacked states in America, and the conflict with Iran has elevated the U.S. cyber threat environment. The Cybersecurity and Infrastructure Security Agency on April 7, 2026 warned Iranian-affiliated actors compromised U..S critical infrastructure, including water, energy, and government facilities, and disrupted some operations.

    • FIFA's digital infrastructure has reportedly been targeted by hackers, with infostealer logs uploaded onto dark web sites containing credentials for FIFA volunteers and employees. The Federal Bureau of Investigation (FBI) warned of spoofed FIFA websites in May 2026 to steal personal information, sell fake tickets, and facilitate other malicious activity. 

  • Terrorism Threats: Iran may seek revenge for the ongoing conflict in the region. Major sporting events have long attracted jihadists, ethnonationalist chauvinists, malign states, and a range of domestic extremists looking to exploit global attention to advance a cause, force their grievances onto the world’s agenda, or simply sow death and destruction.

    • Fan zones, hotels hosting teams or large fan contingents, and the bars and restaurants where supporters gather present a wide array of targets. The March 2026 pro-Iran Austin bar shooting illustrates this possible threat, particularly from lone attackers in an open location.

  • Protest Activity: With three Iran matches in Seattle and Los Angeles, the Iranian national team could become a focal point for demonstrations for those who support and oppose the Iranian government and U.S. policies in the region. Political tensions are multi-pronged and create a uniquely sensitive environment surrounding fan activity. 

    • Pro-Palestinian protest activity remains sustained in California, with regular protests and demonstrations occurring since October 2023. Pro-Palestinian activists may seek to leverage global attention surrounding the event to advance their messaging. While protests are likely to remain peaceful, the risk of isolated confrontations or violence would increase if counter-protesters are present.

  • Drone Threats: Officials warned drones would be subject to strict enforcement around World Cup venues, with temporary flight restrictions expected around facilities. FBI Assistant Director Patrick Grandy stated: "If a drone's violating a temporary flight restriction, the capability exists to bring that drone down into a safe location away from the crowds." 

    • Flight restrictions will be in place above all venues, with dedicated drone detection and mitigation teams deployed for the elevated risk of drone use for surveillance or attack.
